The cadre of 91¿´Æ¬Íø's proud Air Force Reserve Officer Training Command Detachment 630 have over 100 years of Air Force experience.
Detachment 630's cadre have expertise leading airmen in all corners of the world. They excelled in command and leadership positions while executing duties as Airfield Operations Officers, Finance Officers, Foreign Area Officers, Human Resources Managers, Instructor Pilots, Intercontinental Ballistic Missile Officers, Maintenance Officers, and Personnel Specialists.
In addition, Det 630's cadre received recognition of their exemplary performance serving in support of operations to defend freedom in the Middle East, Southwest Asia, South America and the Indo-Pacific region.

Lt Col Gary L. Over
Professor of Aerospace Studies
Detachment Commander
Lieutenant Colonel Gary Over is the Commander of AFROTC Det 630 at 91¿´Æ¬Íø University. As the commander, he is responsible for every aspect of the AFROTC program at Kent and its nine crosstown schools. He leads a staff of four officers, two non-commissioned officers, and a civilian university employee in the recruiting, training, motivation and education of more than 100 cadets each year. He executes Air Force and University budgets and scholarships totaling more than $350,000. Additionally, Lt Col Over is Chairman of the Department of Aerospace Studies.
Lt Col Over was commissioned in 2007 through the Air Force Officer Training School in Maxwell AFB, Alabama after graduating from the Pennsylvania State University with a degree in political science. He attained a master’s degree in public administration from Villanova University in 2016.
Lt Col Over is a Senior Air Battle Manager with more than 2,300 hours in command-and-control aircraft. Most recently, he was the commander of the 1st Expeditionary Air Support Operations Squadron, Mihail Kogălniceanu Air Base, Romania.
Capt Michael Shaw
Assistant Professor of Aerospace Studies
Education Flight Commander
Captain Michael Shaw is an Assistant Professor of Aerospace Studies and Education Flight Commander at AFROTC Det 630 at 91¿´Æ¬Íø University. He is the primary instructor for Aerospace Studies 100 for the fall of 2025 and spring of 2026 semesters.
Originally hailing from Ohio, Capt Shaw entered the Air Force via Air Force Basic Military Training, graduating as honor graduate in 2006. He was commissioned in 2018 through the Air Force Officer Training School. Capt Shaw has served in ACC and AMC since commissioning.
In 2023, Captain Shaw was deployed to support Ali Al Salem AB, Kuwait as the Director of Intelligence for the 386th Air Expeditionary Wing. Since 2020 he has been married to Brooke Shaw from South Carolina, and they have a blended family of seven children.
Maj Jared Moon
Assistant Professor of Aerospace Studies
Recruiting Flight Commander
Major Jared Moon is an Assistant Professor of Aerospace Studies and Recruiting Flight Commander at AFROTC Det 630 at 91¿´Æ¬Íø University. He is the primary instructor for Aerospace Studies 300 for the fall of 2025 and spring of 2026 semesters.
Maj Moon commissioned in 2003 through AFROTC at Det 855, Brigham Young University. Upon commissioning, Maj Moon was assigned as a Missile Combat Cre member in the 742nd Missile Squadron at Minot AFB, North Dakota. Later, he served as the CBRN Air Operations Watch Officer for the SJFHQ-E at Aberdeen Proving Ground, MD, Chief of ROTC Training at Maxwell AFB AL, Assistant Director of Operations at Malmstrom AFB, MT, and NC3 Operations Branch Chief for Requirements at AFGSC at Barksdale AFB, LA.
Maj Moon is a Master Missileer and has over 20 years of nuclear and WMD experience. He married Ronda Jo in 2000 and has three children, all attending 91¿´Æ¬Íø University.
Maj Micah Cummins
Assistant Professor of Aerospace Studies
Operations Flight Commander
Major Micah Cummins is an Assistant Professor of Aerospace Studies and Operations Flight Commander at AFROTC Det 630 at 91¿´Æ¬Íø University. He is the primary instructor for Aerospace Studies 200 for the fall of 2025 and spring of 2026 semesters.
Originally hailing from Michigan, Maj Cummins entered the Air Force via Air Force Basic Training, graduating as an honor graduate in 2007. He then earned the Scholarship for Outstanding Airmen in 2010 and was commissioned in 2014 as the distinguished graduate of the University of Michigan’s AFROTC program. Maj Cummins has served in AETC, USAFE and AFPC since commissioning.
In 2017, Maj Cummins was deployed to support OPERATION INHERENT RESOLVE as the Executive Officer of the 1st Rescue Group. Since 2012, he has been married to Elizabeth Lee from Illinois, and they have two children.
TSgt Monica Rickey
NCOIC, Administration Management
Recruiting Services
Technical Sergeant Monica Rickey is the Non-Commissioned Officer in Charge, Administration Management, at AFROTC Det 630 at 91¿´Æ¬Íø University. TSgt Rickey manages various cadet records, serves as unit security manager, and is also the unit’s primary GPC holder. She trains and mentors Air Force ROTC cadets on day-to-day tasks while ensuring they achieve required training and career goals. Additionally, she advises Det 630 leadership on appropriate administrative actions and procedures.
SSgt Rickey grew up in Mantua, Ohio and entered the Air Force in August 2015. She has experience across 2 DAFSCs, the 3A and 3F fields. Her background includes diverse duties in the administration career field as official mail clerk, administrative specialist, security manager, and NCOIC Commander Support Staff.
TSgt Dustin Moore
AFROTC Enlisted Instructor
Technical Sergeant Dustin Moore is the Officer Accessions Instructor at AFROTC Det 630 at 91¿´Æ¬Íø University. TSgt Moore counsels highly qualified young men and women as prospective Air Force officers. He directly oversees the cadet life cycle while supporting 6 cadre and 100 cadets. His duties involve providing leadership training, motivation, military discipline, educational expectations and career guidance to AFROTC cadets.
TSgt Moore was born in Akron, Ohio and entered the Air Force in May 2015. He has experience across two DAFASs and has deployed twice in support of Operations INHERENT RESOLVE and SPARTAN SHIELD. His background includes time as an AC-130U Electronic Warfare Journeyman, Executive Communications Supervisor, and Quality Assurance NCOIC.
